Suppressed Patrol Rifles

The health, safety, and regulatory case for standard sound suppression in small and rural agencies.

Suppressors belong on patrol rifles, and the case for putting them there is no longer a matter of preference. Three federal sources, OSHA, NIOSH, and the National Institute of Justice, document the noise hazard a police rifle puts on the officer firing it. Each of them points to suppression as part of the fix. SWAT teams sorted this out years ago. Patrol has not, and in small and rural agencies that comes down to money, not doubt.

This paper lays out the evidence and the regulatory picture in one place. An officer can hand it to a chief. A chief can attach it to a budget request or a grant application. Everything below is federal, cited, and current.

The gap between SWAT and patrol

Suppressors are standard kit on most tactical teams. Patrol lags behind, and it lags hardest where budgets are thinnest. That is backwards from where the exposure actually sits. A SWAT team is a handful of officers. Patrol is the whole roster, and the patrol rifle is the most widely carried and least suppressed long gun in American policing.

Every officer who qualifies with a rifle twice a year takes that noise. Every officer who fires one inside a house or next to a patrol car on a call takes it worse. The hazard is spread across the entire department and the entire length of a career, which is exactly why patrol is the place a suppressor does the most good.

The noise hazard is measured, not theoretical

A 5.56 rifle produces a peak impulse in the range of 165 to 170 decibels at the muzzle. OSHA’s July 2025 interpretation letter states that gunfire can produce “peak levels above 170 decibels.” For reference, OSHA treats 140 dB peak as the ceiling for impulsive noise, and its hearing-conservation action level is an 85 dBA time-weighted average. A single unsuppressed rifle round clears the impulse ceiling by 25 to 30 dB. Decibels are logarithmic, so that gap is not small.

Indoors, in a vehicle, or inside a structure on a call, the same round is worse. In a confined space the concussion does damage on its own, separate from the sound. Hearing loss and tinnitus are among the most common occupational injuries in policing. They are permanent, and they are expensive.

The risk runs higher in operational use than on the range. Tactical officers often run electronic hearing protection that cuts the impulse peak while still passing voices and ambient sound, so they keep their situational awareness and their hearing. Patrol officers usually get neither that gear nor the seconds it would take to seat it before a rifle comes up on a call. In the field the round goes off with nothing between it and the officer’s ears. That is what moves a suppressor on a patrol rifle from an upgrade to a necessity.

What the science says suppressors actually do

NIOSH, the CDC’s occupational-safety institute, measured this directly. Murphy and colleagues, published in the International Journal of Audiology in 2018, found that on a rifle a suppressor cut the peak sound pressure at the shooter’s ear by 17 to 26 dB, and by 20 to 28 dB at the instructor position one meter behind. On the eight-hour energy measure, it cut exposure by 9 to 21 dB at the ear.

Put plainly, a suppressor takes a rifle from well above the impulse ceiling toward a more sustainable level, and in some cases below it. That is the single largest noise reduction available at the muzzle, and substantially more significantly than earpro alone can deliver.

Here is the honest caveat, and it matters for credibility with command. NIOSH still concludes that officers should wear hearing protection when firing, suppressed or not. “Firearms suppressors are an effective engineering control to reduce firearm noise exposures,” the authors write, but “firearm users should always wear hearing protection.” The suppressor is the control at the source. Earpro is the backstop. You want both. The difference is that on a real call, an officer will not have time to seat plugs and muffs. The suppressor is the protection that is already on the gun.

The regulatory and legal picture

OSHA. The federal noise standard is 29 CFR 1910.95. In a standard interpretation dated July 30, 2025, on the 140 dB impulse policy, OSHA recommended “noise controls that include the use of noise suppressors on firearms.” That letter was written about firing ranges at firearm manufacturers, not police departments, so it is not a police mandate. It is still the federal workplace-safety agency naming suppressors as a recognized noise control. For an agency that owes its officers a safe workplace, that is a document worth keeping in the file.

DOJ. In 2026, in Fifth Circuit litigation over suppressor regulation, the Department of Justice conceded on the record that suppressors’ “beneficial use is overwhelming in relation to their criminal use,” and, in an earlier filing, that “the Second Amendment protects firearm accessories and components such as suppressors.” The government is still defending the current restrictions in those same cases, so this is not a reversal on regulation. But the Justice Department stating in court that the lawful use of suppressors overwhelms their criminal use retires the old framing of a suppressor as an exotic or offensive accessory, and it gives an agency a cleaner answer when a council or a community asks why officers are running cans.

NIJ. The Department of Justice’s research arm published “Firearms Training and Prevention of Hearing Loss” in 2017. It documents the hearing risk to officers from training noise and points to suppressors alongside fitted hearing protection. This is a law-enforcement-specific federal source, which is exactly what a command staff wants to see attached to a request.

None of these makes a suppressor legally mandatory today. Together they establish three things: the noise hazard is real, it is federally documented, and suppression is a federally recognized control for it. That is solid ground for an agency to budget on, and to defend the decision later if it ever has to.

A tactical benefit: knowing who is shooting

There is an operational payoff here that has nothing to do with hearing, and patrol tends to overlook it. Suppressed fire sounds different. When officers arrive on an active scene from several directions, they can hear whether the shots are coming from a suppressed gun or a bare one. On almost every call the suspect is the one firing unsuppressed. If the suppressed rifle is the department’s, that sound tells an arriving officer where the good guys are.

That matters most in the first seconds, when information is thin and everything is moving. An arriving officer can pick a line of approach that does not cross a friendly field of fire. The sound also locates the officer already engaged, so support moves toward the right position instead of guessing at it. And in the middle of the noise, an officer can tell his own rounds from the threat’s. Deconfliction that would otherwise eat radio traffic and time happens by ear, which is what a fast, chaotic scene never gives you enough of.

What patrol needs is not what SWAT needs

The duty pattern for a patrol suppressor is specific, and it is different from a tactical team’s. The can lives on the rifle for months at a time, in the rack or the trunk. It comes out fast, gets used briefly, and goes back. The average patrol officer will never put thousands of suppressed rounds through it the way a tactical shooter does.

That changes what the engineering has to prioritize. A patrol suppressor needs to be short and light so it does not turn the rifle into something awkward to run in and out of a vehicle. It needs to add as little back pressure as possible, because extra gas and the maintenance that comes with it is a real cost on a rifle a small-agency armorer services once a year. It needs to mount in a way a patrol officer or a part-time armorer can install and forget. It does not need the quick-detach, multi-host flexibility a SWAT team builds around.

A suppressor built for that pattern

Dead Air built the CT5P Patrol for this exact duty cycle. TF70 looked hard at the engineering because the design targets the patrol problem rather than the range or the tactical team. The points below are why it fits.

Compact and light. 5.49 inches and 13.7 ounces in the direct-thread version. That keeps a patrol rifle handling like a patrol rifle.

Low back pressure by design. The Triskelion baffle and gas-management system vent gas forward, out the front of the can, instead of back into the action and the officer’s face. Less gas means less added wear on the rifle and less toxic exposure for the officer. On a gun a small agency services rarely, that carries weight.

Built to stay on the gun. It’s made from Haynes 282, an aerospace superalloy, and rated for full-auto fire in both 5.56 NATO and 6mm ARC. Based on the materials engineering, we don’t expect normal patrol use to produce a wear-out point at all. Short of damage from an outside source or misuse, we anticipate it staying serviceable indefinitely, and our endurance testing is measuring that now.

Simple to field. The direct-thread version torques to 30 foot-pounds and stays on like a muzzle device. Install it once and leave it. That fits the low-training, install-and-forget reality of patrol. Quick-detach XENO and KEYMO mounts exist for teams that want to swap cans, but for patrol the direct-thread is the answer.

Mount it right. Install-and-forget does not mean careless. After you torque it, check bore alignment with an alignment rod so the round has a clean path through the baffles. For a duty gun that stays mounted, Dead Air recommends a small amount of Rocksett on the threads as optional secondary security, and a high-temp paint witness mark across the suppressor and barrel so anyone can see at a glance if it has backed off. That is a few minutes at install, and then it’s done.

Sound. Dead Air states the CT5P brings 5.56 below the OSHA impulse-noise threshold. That is consistent with the NIOSH-measured reductions above.

Cleaning. Dead Air’s interval for the CT5P is 6,000 to 8,000 rounds. The low back pressure slows carbon buildup, which is what lets the interval run that long.

This paper points at one product because that product was designed around the patrol duty cycle, not because it is the only can on the market. The engineering requirements in the section above are the real test. Hold any suppressor to them.

Where the foundation stands. Task Force 70 has tested the direct-thread Dead Air CT5P for safety and effectiveness and endorses it for duty use on patrol rifles. We tested the threaded-on version specifically, because that’s what we recommend for patrol. It stays on the gun instead of getting taken on and off or fiddled with. It passed. Endurance testing to establish service life is underway, and a follow-on paper will report those results.

The endorsement is clean. There’s no financial relationship between Dead Air and the foundation. Dead Air provided the suppressor for testing, and Task Force 70 has received no payment or financial support in exchange for the endorsement. It rests on the foundation’s long-standing ethical guidelines for industry partners, and on the design we evaluated: compact size, low back pressure, and a direct-thread mount an armorer can install and forget.

Making the budget case

A suppressor is a one-time capital purchase, not a recurring cost. Set it against the lifetime cost of a permanent hearing injury, plus the workers-comp and disability exposure that rides along with it, and the math favors the suppressor. 

For a small or rural agency, the framing that works is workplace safety, not tactical capability. The officer is exposed to a documented occupational hazard. A federally recognized engineering control exists. The agency can buy it once. That is a clean line for a grant application, a council budget request, or a chief’s memo.

This one is personal for me. Years on the range, plus operational rifle work inside structures without hearing protection, left me with damage that doesn’t come back. The Patrol Institute exists so the next generation of patrol officers doesn’t inherit the same injuries, whether they don’t yet know the risk or they understand it and have no way to act on it.

TF70 built the Patrol Institute because too many small and rural agencies decide what to purchase or carry based on social media posts and range videos. A sheriff can’t take that to a county commission, and it falls apart the moment a command staff member has to defend the spend. This project replaces anecdote with researched, cited material an agency can stand behind, and a legally defensible path to adopt equipment and train officers on it.
